توسعۀ ماتریس فرهنگ ـ استراتژی با رویکرد فازی؛ پیمایشی در یکی از سازمان‎های دفاعی

چکیده

مدیریت درست و طرح‌ریزی راهبردی باکیفیت روابط فرهنگ و استراتژی، به‌عنوان اهرم قوی برای اجراپذیرکردن راهبردهای حیاتی ‏است. تحلیل‏ ماتریسی فرهنگ ‌ـ استراتژی یکی از روش‏های رایج تحلیل در مدیریت روابط راهبرد و فرهنگ است؛ این در حالی ‏است که فرایند جانمایی نقطه‏ای کسب‏وکارها و لحاظ‌نکردن دو مؤلفۀ قدرت فرهنگ سازمانی (قوی ‌ـ ضعیف) و اهمیت استراتژی (بقا‌‏محور‌ـ رشدمحور) در ماتریس‏کلاسیک فرهنگ ‌ـ استراتژی، ازجمله کاستی‏های روش‏شناختی است که توانایی انعکاس کامل سبک تفکر انسانی را ندارد. از این ‏رو، مقالۀ حاضر به‎دنبال توسعۀ ماتریس فرهنگ‌ ـ استراتژی با رویکرد فازی است. در این بررسی، ضمن مطالعات کتابخانه‏ای غنی، از آرا و نظرهای خبرگان و درنهایت، الگوریتم‏های کمّی مناسب، نظیر روش غربال‏سازی فازی استفاده ‏شد. بر این اساس، شش راهبرد فرهنگی برای سناریوهای شانزده‎گانۀ ماتریس بسط‏یافتۀ فرهنگ ‌ـ استراتژی شناسایی و تأیید شد و با رویکرد فازی به جانمایی کسب‏وکار مطالعه‌شده در قالب برآورد منطقه‏ای پرداخته‏ شد. نتایج بیان‌کنندۀ این مهم است که روش‏شناسی تبیین‏شده در مقالۀ حاضر با توجه به درصد مساحت‏های هر منطقه، راهبردهای فرهنگی معنا‏دارتری را در سازمان دفاعی مطالعه‌شده تعیین اولویت و انتخاب‏ کرد.

چکیده [English]

Correct management and qualitative strategic planning of relationships between strategy and culture as a strong lever for executable doing of strategies is vital. One of the most important instruments used in managing the relationships between strategy and culture is the culture-strategy matrix. But, the process of delineating a point and lack of strength of organizational culture and importance of strategy on the original culture-strategy matrix, are some deficiencies in terms of methodological that don’t display the ability of human thought, perfectly. Thus, this article attempts to development of culture-strategy matrix with fuzzy approach. In this study, in addition to, library research, interviews with experts and fuzzy screening approach were used. Accordingly, 6 cultural strategies for 16 scenarios of improved Culture-Strategy Matrix specified and confirmed and with fuzzy approach was specified a region on the matrix for a case study. The results of the presented methodology in a defense organization, according to the percentage of the rectangle in each zone, Presaged to extract and prioritize the more significant cultural strategies.
