آینده‌‌نگاری کسب‌‌‌وکارهای پلتفرمی مبادلاتی در ایران

چکیده
هدف: کسب‌وکارهای پلتفرمی به‌عنوان یک نوآوری بنیادین در عرصۀ کسب‌وکار ظهور کرده‌اند؛ اما هر نوآوری در کسب‌وکار، به‌معنای موفقیت نیست. بسیاری از ایده‌های جدید استارتاپی با شکست مواجه می‌شوند و این مسئله را می‌توان از میزان چشمگیر شکست استارتاپ‌ها، هم در ایران و هم در کل جهان مشاهده کرد. واقعیت این است که ۹۰ درصد استارتاپ‌ها شکست می‌خورند. از برنامه‌های بودجه‌بندی گرفته تا خدمات قانونی، کسب‌وکارها در هر صنعتی، بیشتر از داستان‌های موفقیت میلیارد دلاری تعطیل می‌شوند. یکی از حوزه‌های نوظهور کسب‌وکار که از تحولات عمیق دیجیتال نشئت گرفته، کسب‌وکارهای پلتفرمی است. در کنار ظهور این شکل از کسب‌وکار در کشور، بسیاری از پلتفرم‌های داخلی با مشکلاتی مواجهند. از این رو، در پژوهش حاضر به آینده‌نگاری کسب‌وکارهای پلتفرمی مبادلاتی در ایران پرداخته شده است.
روش: نمونۀ آماری این پژوهش، ۱۰ نفر از خبرگان، اعم از استادان دانشگاه و خبرگان حوزۀ کسب‌وکارهای پلتفرمی است. این افراد به‌صورت هدفمند غیرتصادفی انتخاب شدند. روش گردآوری داده‌ها در بخش کیفی، مصاحبۀ نیمه‌ساختاریافته بوده است. همچنین، برای رتبه‌بندی شاخص‌ها، از پرسش‌نامۀ مقایسه‌های زوجی (پرسش‌نامۀ خبره) استفاده شده است. به‌منظور تدوین سناریو، از روش هفت مرحله‌ای شوارتز بهره برده شده است. تحلیل داده‌ها در بخش کیفی با روش تحلیل مضمون و نرم‌افزار مکس‌کیودا نسخۀ ۲۰۲۲ و در بخش کمّی با استفاده از فرایند تحلیل سلسله‌مراتبی و نرم‌افزار AHP انجام شده است.
یافته‌ها: بر اساس نتایج حاصل از تحلیل مضمون، ۱۵ مضمون سازمان‌دهنده به‌عنوان پیشران‌های کسب‌وکارهای پلتفرمی مبادلاتی در ایران شناسایی شدند. ضریب کندال در دورهای اول تا سوم دلفی، به‌ترتیب 552/0، 718/0 و 722/0 به‌دست آمد که نشان می‌دهد وحدت نظر میان دیدگاه کارشناسان در حد خوبی است. نتایج حاصل از اولویت‌بندی پیشران‌ها نشان داد که از لحاظ «اهمیت»، سرمایه‌گذاری بیشترین اولویت را دارد و پیشران‌های حکمرانی و موضوعات سیاسی و قوانین در رتبه‌های بعدی قرار می‌گیرند. از لحاظ «عدم قطعیت»، مضمون حکمرانی و موضوعات سیاسی بیشترین اولویت را دارد و قوانین و تنظیمگری و رگولاتوری در رتبه‌های بعدی قرار دارند. بر اساس نتایج به‌دست‌آمده، چهار سناریو با عناوین «شیر قوی» (سرمایه‌گذاری بالا و حکمرانی پایدار)، «پرندۀ مهاجر» (سرمایه‌گذاری بالا و حکمرانی ناپایدار)، «آبشار» (سرمایه‌گذاری پایین و حکمرانی پایدار) و «کوه یخ» (سرمایه‌گذاری پایین و حکمرانی ناپایدار) تدوین شد.
نتیجه‌گیری: قوانین کشور، در عمل، حمایت چندانی از مجموعه کارآفرینان و فعالیت‌های پلتفرمی ندارند. نهادهای قانونی برای بازنگری قوانین مخل کسب‌وکار و بررسی سریع و اصلاح قوانین و ارائۀ اصلاحیه به مجلس، اندازۀ کافی تلاش نمی‌کنند. کاهش تمایل به سرمایه‌گذاری از سوی بخش خصوصی، افزایش نارضایتی اجتماعی و اعتراض‌ها و کاهش تعاملات بین‌المللی، نمادهای تشخیص این سناریو هستند. در مجموع با توجه به وضعیت فعلی کشور، به نظر می‌رسد که سناریو «کوه یخ» محتمل‌ترین سناریو برای کسب‌وکارهای پلتفرمی مبادلاتی در ایران است. البته این مسئله به کشور ایران محدود نمی‌شود و نتایج به‌دست‌آمده در بسیاری از کشورهای در حال توسعه نیز، از آیندۀ نه‌چندان درخشان کسب‌وکارهای پلتفرمی حکایت می‌کند.

Foresight of Transaction Platform Businesses in Iran

Objective
Although platform businesses have emerged as a fundamental innovation in the business landscape, innovation alone does not guarantee success. Many startup ventures fail, as reflected in the high failure rates of startups not only in Iran but also worldwide. The reality is that 90% of startups fail. From budgeting applications to legal services, platform businesses have transformed industries by creating numerous billion-dollar success stories. One of the most significant business innovations driven by digital transformation is the emergence of platform businesses. Despite their rapid growth in Iran, many domestic platform businesses continue to face substantial challenges. Therefore, this study explores the future of transaction platform businesses in Iran.
Methodology
The statistical sample of this study includes 10 experts, including university professors and experts in the field of platform businesses, who were selected purposefully and non-randomly. In the qualitative phase, data were collected through semi-structured interviews. In the quantitative phase, a paired comparison questionnaire was administered to experts to prioritize the identified indicators. Schwartz's seven-step method was then employed to develop the scenarios. Qualitative data were analyzed using content analysis with MAXQDA 2022, whereas quantitative data were analyzed using the Analytic Hierarchy Process (AHP) with AHP software.

Findings
Based on the results of the thematic analysis, 15 organizing themes were identified as drivers of exchange platform businesses in Iran. The results of the driver prioritization indicated that, in terms of importance, investment ranked first, followed by governance, political issues, and laws. In terms of uncertainty, governance and political issues ranked first, followed by laws and regulations. Based on the findings, four scenarios were developed: the Strong Lion scenario (high investment and sustainable governance), the Migratory Bird scenario (high investment and unstable governance), the Waterfall scenario (low investment and stable governance), and the Iceberg scenario (low investment and unstable governance).

Conclusion
In Iran, existing laws provide limited practical support for entrepreneurs and platform businesses. Moreover, legal institutions make insufficient efforts to review business-disruptive legislation, revise existing laws, and promptly submit legislative amendments to Parliament. The decline in the willingness of the private sector to invest, the increase in social dissatisfaction and protests, and the decrease in international interactions are the hallmarks of this scenario. Overall, given the current conditions in Iran, the Iceberg scenario appears to be the most plausible future for transaction platform businesses. However, this challenge is not unique to Iran, as findings from many developing countries also suggest a less optimistic outlook for the future of platform businesses.
