مدیریت توسعة صادرات؛ شناسایی و سطح‌بندی محرک‌های صادراتی (مطالعه موردی: صنعت ساخت قطعات خودرو)

چکیده

دولت‌ها در جمهوری اسلامی ایران در راستای مدیریت توسعة صادرات، می‌کوشند با ارائه محرک‌های صادراتی در قالب‌ها و شکل‌های مختلف و متنوع، زمینه‌های افزایش صادرات غیر نفتی را فراهم آورند.به‌سبب توان بالقوة مناسب ایران در امر صادرات قطعات خودرو، پژوهش حاضر، ضمن شناسایی محرک‌های صادراتی تأثیرگذار در صنعت قطعات خودرو، اقدام به سطح‌بندی و تعیین روابط آنها در قالب مدلی ساختاری- تفسیری (ISM) کرده است. جامعة آماری این پژوهش شامل مدیران ارشد شرکت‌های صادرکنندة قطعات خودرو در سطح شهرستان تبریز است. نتیجة نهایی و اصلی پژوهش دربرگیرندة مدل یکپارچة محرک‌های صادراتی در صنعت قطعات خودرو در یک سلسله‌مراتب با روابط یک‌طرفه یا دوطرفه است. این مدل یکپارچه از بررسی و تحلیل روابط و سطح‌بندی محرک‌های تأثیرگذار در صادرات قطعات خودرو به‌دست آمده است و به مدیران و تصمیم‌گیران حوزة تجارت و صادرات کشور کمک می‌کند تا دیدی جامع از ارتباطات پیچیدة بین محرک‌های اثرگذار بر حوزة صادرات قطعات خودرو دارا باشند و در سیاست‌گذاری‌های خود اولویت‌ها را شناسایی کنند و نظم و جهت‌گیری مناسبی داشته باشند.

چکیده [English]

Iranian governments have tried to increase the non-oil export by providing export incentives in various forms and shapes. Because of Iran’s potential in the export of auto parts, this study identified the impact of export incentives in the automotive industry and determined the levels and their relationships in the form of an interpretative structural model. The statistical population of this research includes senior managers of auto-part companies in Tabriz city that are active in the export of auto parts. Research findings include an integrated model of export incentives in the automotive part industry with unilateral or bilateral ties. This integrated model is obtained by examining the relationships and levels of export affecting incentives of the automotive industry. This model helps administrators and decision-makers in the field of trade and export to have a comprehensive view on the complex relationships between effective incentives affecting the areas of auto parts export. It also enables managers and decision makers to have proper orientation and to identify priorities in their policy.
